The main focus of ERD is to coordinate, plan, mobilize and determine allocation of external assistance in relation to the country's development programme priorities. ERD also maintains external economic relations with governments and international and regional bodies. As the Government's aid coordinating authority, ERD undertakes aid programming and budgeting, initiating, negotiating and signing agreements, and informing the development partners of the use of development assistance.

Dhaka Municipality was established on the Ist August, 1864. Prior to the establishment of the Municipality, a Committee of Improvement existed in the city as early as 1823. The Committee consisted of three members was headed by Mr. Walters, the then Collector of Dhaka. This Committee was replaced by another Committee named "Dhaka Committee" in 1840. with wider range of functions. This Committee too was appointed by the Government rather than constituted under any law and, as such, had no corporate entity of its own. District Municipal improvement (Act III B.C. of 1864) was introduced in Dhaka from the 1st August, 1864.Through the introduction of this Act the "Dhaka Municipal Committee" was formed. The District Magistrate was ex-officio Chairman and such persons as the Lieutenant-Governor would appoint, were the Vice-Chairman. The Lt. Governor had power to appoint municipal Commissioners from among the inhabitants and their number was not to be less than seven. Five Commissioners constituted a quorum to transact business at meeting. Mr. Skinner, the then District Magistrate of Dhaka was the first ex-officio Chairman.

The DSE was incorporated on 28 April 1954 as the East Pakistan Stock Exchange Association Limited.On 23 June 1962, it was renamed as the Dhaka Stock Exchange Limited. Formal trading began in 1956. 
LEGAL CONTROL 
The Dhaka Stock Exchange (DSE) is registered as a Public Limited Company and its activities are regulated by its Articles of Association rules & regulations and bye-laws alongwith the Securities and Exchange Ordinance, 1969, Companies Act 1994 & Securities & Exchange Commission Act, 1993.

The National Board of Revenue (NBR) is the central authority for tax administration in Bangladesh. It was established by President's Order No. 76 of 1972. Administratively, it is under the Internal Resources Division (IRD) of the Ministry of Finance (MoF). MoF has 3 Divisions, namely, the Finance Division the Internal Resources Division (IRD) and the Economic Relations Division (ERD) which are headed by 3 secretaries to the Government. Each division is headed by a professional who is responsible for the implementation of activities in his or her area. At the same time, a consultative relationship among the divisional heads ensures that activities requiring cross-divisional cooperation are properly executed.
